Town Administrator Phil Williams

 
Phil Williams started with the Town of Lake Placid as the Police Chief in January 2001.    Phil is orginally from the Indian River County, Florida area and is a lifetime resident of Florida.  Phil has over 40 years in Public Service and a Master's Degree in Management.   Phil was appointed as the Town Administrator in February 2013.

Assistant Town Administrator/Engineering Joe Barber

Joe is a Professional Engineer licensed in the state of Florida who served as the Town’s Utility Director for 8 years until moving into a newly created position as Town Engineer. His main duties will be to manage a large Septic to Sewer Grant the Town was awarded, as well as review any incoming land development plans. Joe has a Master’s Degree in Civil Engineering from the University of Florida and has experience in managing and designing public projects such as roads and utilities.

Kevin McCarthy, Utilities Director, has a Mechanical Engineering degree from Villanova University. He has been in Public Service for over 30 years with 10 years as the Utilities Director of Clewiston. He is responsible for the day to day operations of the Utilities Department. He has been a lifelong resident of Clewiston and started with the Town of Lake Placid in March of 2022.

Rachel Osborne has worked with the Town since February 2004 and is a lifetime resident of Lake Placid. She oversees financial activities, reporting on revenue, training accounting staff, budgeting, internal auditing, disbursing funds to departments and implementing financial processes. Within the Finance Department, she supervises the functions of Front Desk, Customer Service, Utility Billing, miscellaneous invoicing, Account Payables, Fixed Asset and Payroll. She also is involved in human resource functions and administering employee-benefit programs.
